There will be two propositions on the back of the 2023 General Election Ballot:

PROP 1 TEXT: “The proposed amendment to Article 8, Section 4 of the Constitution removes the special constitutional debt limitation now placed on small city school districts, so they will be treated the same as all other school districts. Shall the proposed amendment be approved?”

WHAT WE LEARNED: New York State United Teachers (NYSUT) supports voting yes on this change to the NYS Constitution. Only the New York Legislature can get this proposed amendment on the ballot, a move that was overwhelmingly supported. Only six members of the Assembly and Senate voted against putting it on the ballot.

MDC RECOMMENDS A YES VOTE*

PROP 2 TEXT: “The proposed amendment to Article 5 of the Constitution extends for ten years the authority of counties, cities, towns, and villages to remove from their constitutional debt limits debt for the construction of sewage facilities. Shall the proposed amendment be approved?”

WHAT WE LEARNED: The sewage debt amendment to the NYS Constitution was last passed in 2003, authorized to last for a 10-year period. This admendment is a pro forma reauthorization to keep it in effect for another 10 years.
