The New York Health Act which would provide universal health insurance for all New Yorkers, languished in committee during the 2026 NYS legislative session. Despite growing support for universal health care throughout the state and bipartisan support within the legislature (70 co-sponsors in the Assembly and 30 in the Senate), leadership In both houses chose not to advance the bill out of committee. Contributing factors included opposition to the bill among several powerful unions and private sector groups, as well as the effects of healthcare cuts on the federal level.
Instead of supporting the New York Health Act, leadership focused on responding to the severe cuts in health care funding resulting from the passage of the Big Beautiful Bill (HR 1). They chose to push for legislative stop gap measures to shore up the state’s healthcare safety net rather than overhauling the state’s entire health care system.
